Confindustria’s parliamentary submission on the draft legislative decree A.G. 395 for the transposition of Directive (EU) 2024/1788

Confindustria took part in the Series of hearings on the Draft Legislative Decree A.G. 395, transposing the Directive (EU) 2024/1788 concerning the “Common rules for the internal markets in renewable gas, natural gas and hydrogen”, in coordination with the Regulation (EU) 2024/1789, conveying their Parliamentary report to the 10th Committee (Industry, Trade and Tourism) of the Chamber of Deputies.

Overall, Confindustria has given a positive assessment of the transposition, whilst emphasising, however, that its effectiveness will depend on the ability to accompany it with policies capable of strengthening industrial competitiveness and reducing energy costs. In particular, Confindustria highlighted:

  • the need for to reduce the gas price differential between Italy and the rest of Europe (TTF/PSV spread), which continues to hamper the manufacturing sector;
  • the further integration of European energy markets and the strengthening of supply mechanisms;
  • the development of renewable gases, low-carbon gases and hydrogen, based on a pragmatic and industrially sustainable approach;
  • adherence to the principle of technological neutrality, promoting all solutions capable of contributing to the transition;
  • the need to ensure the orderly development of gas infrastructure, whilst avoiding any negative impact on businesses and consumers.

Particular attention has also been paid to the issue of hydrogen, for which a realistic market needs to be established, starting with those industrial sectors where there is already concrete demand and addressing the crucial issue of costs, which are closely linked to the price of electricity.
