Confindustria has submitted its comments to ARERA as part of the Consultation 118/2026/R/gas, bearing “Provisions concerning transmission capacity at entry points to the transmission network interconnected with domestic production of natural gas and biomethane”.
The consultation proposes to extend intra-annual capacity allocations to entry points currently excluded, including those relating to domestic production, biomethane and reverse-flow configurations, as well as to update the rules governing imbalance charges.
In its submission, Confindustria welcomes the introduction of measures offering greater flexibility for transport users, whilst highlighting, however, the the need to provide for a phased introduction of deviation charges, appropriate tolerance thresholds and reasonable timeframes for operational adjustments, particularly for biomethane production.
With regard to the points in reverse flow, the following is also emphasised:’the need to establish specific regulatory framework, which takes account of the operational characteristics of such configurations and ensures the neutrality of Transmission System Operators with regard to flows that cannot be directly scheduled.
