Confindustria participated in the Public consultation “Towards the annual law on regulatory simplification 2026” https://partecipa.gov.it/processes/leggeannualesemplificazione2026, initiated by the Department for Institutional Reforms.

The annual law on regulatory simplification, introduced by Law No. 167/2025, aims to simplify, reorganise and rationalise existing legislation on specific matters, based on principles and criteria consistent with Confindustria's conception of legal certainty. The consultation, therefore, is aimed at collecting proposals and suggestions in view of the first implementation of this new instrument.

In the document submitted as part of the consultation, Confindustria stresses the urgency of intervening on the main factors that today hinder business activity and reduce the efficiency of administrative action: time uncertainty, fragmentation of procedures, duplication of fulfilments and the misalignment between bureaucratic obligations and public interests actually to be protected. In this perspective, the introduction of effective mechanisms for comparing, coordinating and balancing the interests involved, on the one hand, and a more marked orientation of the public administration towards results, on the other, are highlighted as central.

The contribution also formulates a series of proposals for action that, also in continuity with the “Zero Cost” measures, concern the regulation of the administrative liability of entities formerly Legislative Decree No. 231/2001, the environment, tax, labour and development contracts.
