Confindustria participated in the consultation public of the MASE on the National Strategic Framework (NSF) for the development of alternative fuels infrastructure,pursuant to Regulation (EU) 2023/1804 - AFIR. 

The NSF defines the national infrastructure planning for electric, LNG/CNG and hydrogen recharging, with reference to the road, maritime, rail, inland waterway and air sectors and is intended to guide investment choices and implementation of the transition in transport.

In summary, in its response to the consultation on the NSF, Confindustria proposes:

1. infrastructure development and planning (central priority): acceleration of authorisations, more granular spatial planning, strengthening of the network (TEN-T, logistical nodes, weak demand areas) and full utilisation of existing infrastructure
2. focus on freight and LPTdedicated measures for the segments most difficult to decarbonise, with fleet renewal and support for electrification and alternative fuels
3. coordination between supply and demandcontextual development of vehicles and infrastructure to avoid mismatch, in particular for hydrogen and new carriers
4. technological neutrality: integration of electricity, biofuels, CNF, LNG/bioNG and hydrogen according to the different segments
5. economic sustainability of the transition: reducing energy costs, tax leverage and fleet renewal incentives
6. strengthening the public roleTargeted use of funds (ETS, road transport) and investment support instruments
7. promotion of renewable fuels: development of supply chains (biofuels, SAF, RFNBO) also by exploiting existing infrastructure
8. simplification and governancestreamlining permitting and central policy coordination.
