CCNL COLLECTIVE AGREEMENT FOR INDUSTRY EXECUTIVES: CONFINDUSTRIA AND FEDERMANAGER SIGN RENEWAL 2025-2027
Wages rise and welfare is strengthened
Rome, 13 November 2024 - The National Collective Bargaining Agreement (CCNL) for managers of companies producing goods and services was renewed today, effective 1 January 2025 - 31 December 2027.
The renewal of the contract envisages action on many issues, including the broadening of the definition of manager, the improvement of remuneration aspects, and the strengthening of the bilateral welfare system with a focus on gender equality.
'We sign the contract for managers today in the conviction that companies must grow in size and culture with the fundamental contribution of management'. Thus Maurizio Marchesini, Confindustria Vice President for Labour and Industrial Relations. "This contract takes a decisive step forward to accompany companies towards transitions: we have updated the figure of the manager and consolidated the welfare system. The contract strengthens the company's competitiveness through important issues such as gender equality and by normalising the idea that executive pay should be commensurate with results'.
"From today, the managerial category can rely on a new, modern contract, adapted to the evolution of the managerial figure, so as to include the most highly qualified professionals. A stronger contract, with greater protections, with a growing economic recognition that, in the final analysis, tightens the pact between managers and companies as an essential element for the growth of the country,' declares the Federmanager President, Stefano Cuzzilla.
La definition of manager has been broadened to include what is already happening in companies and to encompass also the most highly qualified and experienced technical-professional figures who realise the company's objectives independently.
For the remuneration aspects, the values of the overall minimum guaranteed treatment were raised (TMCG) to EUR 80,000 for the year 2025 and to EUR 85,000 from 2026. To cover the year 2024, a 'one-off' amount equal to 6% of the gross annual salary was provided for executives who have not received any salary increases or other compensation since January 2019 (within the income limit of EUR 100,000).
Furthermore, the adoption of variable remuneration systems linked to indexes or results, the so-called MBOwith a view to increasingly directing the performance of managers towards the achievement of specific company objectives.
The system of bilateral welfare has been enhanced: in the area of complementary welfareThe contract intervened on the distribution of contribution quotas to the Previndai fund, with an increase in the minimum quota to be borne by the company and a consequent reduction in that to be borne by the manager. The decisive role of FASI and supplementary healthcare was reconfirmed.
Finally, the functions of Fondirigenti have been defined to which the active policies labour, while 4.Manager is entrusted with the promotion of the enterprise culture.
In matters of gender equality, the contract has paid special attention to the issue of equal opportunities and pay equity; a special article is dedicated to the protection and support of maternity, paternity and shared parenting, aware of the strategic importance for companies to operate according to inclusive organisational models.
