After graduating in economics and commerce from La Sapienza University of Rome, he obtained a Master of Science in Development Policy and Public Investment Evaluation from the same university and a Master of Science from Birkbeck College, University of London. He has been at the Confindustria Research Centre since 2008 as manager responsible for public finance, and was for several years a contract professor of public economics at the University of L'Aquila and the Università Cattolica del Sacro Cuore in Milan. He has worked in the Technical Commission for Public Expenditure, the Commission on the Implementation of Fiscal Federalism and the Technical Commission for Public Finance of the Ministry of Economy and Finance and at the Institute for Economic Studies and Analysis. He has acted as a consultant for national and international public bodies.
