European
Horizon Europe is the European Union's new programme for research and innovation. Starting in 2021 and running until 2027, Horizon Europe will support projects aimed at achieving the objectives identified in the Commission's policy guidelines for programming 2021-2027:
- A European Green Deal
- A Europe ready for the digital age
- An economy at the service of people
- A stronger Europe in the world
- Promoting our European way of life
- A new impetus for European democracy
The programme aims to make a scientific, technological, economic and social impact by leveraging the Union's investment in R&I, while strengthening the Union's scientific and technological foundations and promoting competitiveness in all Member States.
Horizon Europe is designed as an investment instrument with the aim of supporting the EU in its transition towards a sustainable and prosperous future. The concept of 'funding' that characterised its predecessor, Horizon 2020, is thus superseded.
The structure of Horizon Europe retains the three pillars, but the second and third undergo important changes.

The innovative governance of Horizon Europe: strategic planning
Strategic planning is a new way of defining the detailed research and innovation priorities of Horizon Europe, created in collaboration with other Commission services, Member States, stakeholders and civil society.The strategic planning process applies to Horizon Europe as a whole. Areas for funding priorities, partnerships and missions will be identified and aligned with the European Commission's policy orientations.
The first strategic planning covers the first four years of the programme. It will be a multi-year strategy with the flexibility to respond quickly to unexpected crises or politically motivated demands.
Budget
The Horizon Europe programme will have a total budget of EUR 95.5 billion, of which EUR 5.4 billion will come from the Next Generation EU. This amount is greater than the 30% allocated for the Horizon 2020 programme, underlining the Union's effort in the development of research and innovation.
