The Unified Text on Urban Regeneration represents a fundamental step towards the adoption of national legislation regulating, in a homogeneous way and respecting competences, the subject of Urban Regeneration and Soil Containment, in order to lay the foundations for a new model for defining and implementing Urban Regeneration projectsbased on multidisciplinarity and community participation, as well as sustainable transformation and innovation of urban realities.

It is also important coordinate regulations uniformly at national level on issues considered fundamental, such as: new urban planning, the reuse of abandoned spaces, urban mobility, the recovery of historic centres, energy efficiency and decarbonisation, the completion of the integrated waste cycle and the circular economy, social sustainability and the right to live, maintaining the permeability of non-sealed soil, and the protection and enhancement of the ecosystem services provided by the soil.

The new Unified Text addresses the issue of Urban Regeneration in a broad and organic manner, defining a governance system for cities and, at the same time, ensuring a scope of application extended to all urbanised areas. The interest in favouring the implementation of social housing.

Confindustria, in agreement with the Confederal System, considers it advisable to pay the utmost attention to the structuring of this legislation, both in view of its importance for our country and the concrete implications it will bring once adopted, in order to support streamlined procedures and processesthat facilitate the implementation of Urban Regeneration investments. For this reason it would be crucial make some changes to strengthen the scope of the new Unified Text, aimed at:

  • clearly indicate the functions of the different institutional levels and procedures that these must adopt;
  • introduce a timely regulation of the provisions in the relationship between the state, regions and local authorities on the one hand, and private entities on the other, both with regard to public and private activities;
  • specify the possibility for local authorities to involving private individuals in the intervention proposals to be submitted in the framework of calls for Urban Regeneration, encouraging public-private partnership, private equity and/or venture capital operations;
  • pay close attention to the issue of land consumption and ecosystem services.
