Proposed reform of Energy Efficiency Certificates (TEE)

Raising EU decarbonisation targets will make the role of energy efficiency even more relevant, especially with regard to industrial sectors, which will be required to launch a new round of investment in environmental technological innovation.

For this reason, Confindustria considers it essential that the new energy policy framework provides for the continuity of Energy Efficiency Certificates.ica (so-called white certificates) according to an upgraded perspective, structurally stable in relation to the 2030 targets.

Furthermore, given the importance of the instrument for the manufacturing sector and its cost-efficiencyConfindustria presented a reform proposal of the TEE instrument with the hope that for the period 2021-2030 there will be a framework of stable and uncertainty-free market rules and instruments with a view to simplification, optimisation of the methodologies for quantifying and recognising energy savings, and a reduction in the timeframe for approving, issuing and offering securities on the market.

The in-depth study carried out led to the drafting of a proposal that includes it is necessary to develop a market platform complete that can guide the investment decisions of operators in a structural manner. The new market platform must be able to provide short-term but also long-term 'price signals' to foster the information conditions available to traders, thereby promoting competition.
