Proposal for a Regulation on Circulation Standards for Vehicle Design and End-of-Life Vehicle (ELV) Management

On 13 July 2023, the European Commission presented a proposal for a regulation on circularity standards for vehicle design and end-of-life vehicle management (so-called ELV Regulation, End-of-Life Vehicles), aimed at fostering the transition of the automotive sector towards the circular economy at all stages of vehicle life (design, production and final treatment once end-of-life). This proposal has been delayed, partly due to the new European Parliament's assent, and has therefore only been discussed in the Council.
Confindustria, together with the Associations of the System, continued to work on the proposed Regulation, drafting a Position Paper containing general considerations on the Regulation and detailed comments on specific aspects assessed as potentially critical of the Commission's proposal. In this sense, among others, in the Position Paper Confindustria underlined the concern regarding the additional costs and responsibilities for manufacturers, highlighting the need to avoid regulatory duplications and to harmonise procedures, in order to ensure a more efficient and viable system.
