Regulation (EU) 2023/1115 (EUDR, European Union Deforestation Regulation), which entered into force on 29 June 2023, has as its main objective to prevent products related to deforestation and forest degradation from being placed on or exported from the EU market. To enable companies to comply, the EU has provided for a extension for application of the Regulation, which will be effectively operational from 30 December 2025 for medium and large enterprises, and from the 30 June 2026 for micro and small enterprises. Furthermore, on 15 April 2025 the EC announced a first package of measures to simplify the implementation of the Regulation.
This is the context for the work carried out by Confindustria, which, together with the most interested Associations of the System and the members of the Technical Group on Sustainability, chaired by the Vice President for Environmental Transition and ESG Objectives, Lara Ponti, has drawn up a Position Paper for European and national institutions. The Document gathers the observations and requests coming from the companies and sectors most affected by this important and complex regulation, with the aim of highlighting the main operational criticalities and proposing concrete solutions to ensure an effective, sustainable and compatible implementation with the operational reality of the national production fabric. The Position Paper therefore represents a concrete and constructive contribution to the ongoing dialogue with the European institutions, offering a summary of the main critical issues encountered and the proposals formulated by the Italian production system to overcome them.
