For Confindustria, the new Procurement Code should contain a framework through which all economic actors can support the digital, economic and sustainable transition. And, given the impact, the entry into force of the law, scheduled for 31 March, should be pushed back by a year to allow all operators to become familiar with and familiarise themselves with the new features.

It would also be necessary to provide contracting stations and economic operators with a complete and immediately implementable system of rules. It is also essential to design and implement a true governance model of the Procurement Code that is able to carry out a constant review of the state of implementation of the rules and of any difficulties that contracting authorities may encounter in the application phase.

Confindustria also took a negative view of the stable raising of the thresholds for direct awarding for services and supplies to EUR 140,000, which should be raised to EUR 80,000. It also pointed out that ad hoc legislation for service contracts, which is necessary because public contracts for services and supplies have their own specificity, appears to be disregarded.
