Confindustria highlighted in its memorandum that the purpose of the reform and its overall design are shareable. In fact, acting on the efficiency and effectiveness of expenditure is the condition for creating a favourable context for the development of the country and, in particular, of the Mezzogiorno.
At the same time, however, a number of critical issues emerge in the concrete implementation of the measures: first of all, the total absence of provisions aimed at preserving the proactive role of the economic and social partnership in all levels of governance affected by the reform; then there are critical issues related to the implementation of the new measures and the insufficient strengthening of administrative capacity that it requires.
More generally, it should be pointed out that, with respect to the main measure to support work in the South introduced in recent years, namely the so-called Decontribuzione Sud - which will expire in June - the new facilities apply only to new hirings and not also to personnel already employed by companies. In particular, the interruption in the middle of the year would be a very bad signal with respect to the planning needs of companies that, relying on the national rule, have considered lower personnel costs in their budgets for the whole of 2024.
