Confindustria - Parliamentary Memorandum MSR ETS2 - January 2026

Confindustria recently sent a memorandum to the Senate Committee on European Union Policies, expressing its position on the proposed Decision on the Market Stabilisation Reserve (MSR) for the new emissions trading scheme ETS2. The ETS2, due to enter into force on 1 January 2027, involves sectors as widespread as construction and road transport and envisages the introduction of mechanisms to stabilise CO₂ allowance prices.

 Confindustria highlights the importance of make the emission allowance market more predictable and less volatile, but raises significant concerns about the economic and social sustainability of such a close start of the ETS2. The risk of negative impacts on households and SMEs, which often lack the financial and technological resources to adapt quickly to the new obligations, was highlighted as one of the most critical aspects.

Confindustria reiterates its opposition to the start of ETS2 on 1 January 2027 and calls for a review of the implementation timeline, so that the system can be introduced in a sustainable manner and without compromising the competitiveness of our economic system and the quality of life of our citizens.

 The EU Commission's proposals, which include measures to improve market liquidity and predictability, were considered positive, but Confindustria demanded that the start-up of the system be delayed and that adopted support policies to accompany households and SMEs towards energy transition.
