Confindustria agrees with the Government's choice to concentrate the resources deriving from the increased debt, about two-thirds of the Manoeuvre, on measures against the high energy price. A choice consistent with that pragmatic and prudent approach to public finance.

Among the critical issues in the text, President Bonomi pointed out: the lack of adequate refinancing for the Sabatini law, no extension of the tax credit for 4.0 training, no change in the halving in 2023 of the tax credit for investments in capital goods 4.0, no fund for Made in Italy, no reinforcement for IPCEIs, no extension of the tax credit for investments in the South.

Of concern is the failure to extend the Mezzogiorno tax credit on capital goods and the ZES tax credit, which together with the decontribution to the South have supported the Mezzogiorno's productive resilience.

On the subject of the tax wedge, he pointed out that, to generate a significant effect, a cut of at least 4 points would be necessary, since, as past experience shows, small cuts of 1 or 2 points had no effect.

On the other hand, the decision to postpone the entry into force of the two consumption taxes on plastic and sweetened beverages (plastic tax and sugar tax) by another year is more than correct. Our hope is that the postponement will be a further step towards the final repeal.
