The Space Economy Bill is an important sign of Italy's political and industrial commitment to consolidate its role in the Space Economy. However, according to Confindustria, are necessary corrective measures to ensure competitiveness and continuity for companies in the sector. The measure introduces an innovative but challenging regulatory framework for operators and requires adjustments.
It is crucial, firstly, to introduce a transitional regime allowing Italian companies to adapt to the new rules without risking interruption or suspension of ongoing activities. Without an adequate time window between the adoption of the implementing decrees and the entry into force of the new rules, domestic companies could find themselves at a competitive disadvantage vis-à-vis international players.
Another node highlighted concerns the insurance limits provided by the Bill, which Confindustria considers excessively burdensome. We call for the mandatory insurance ceiling to be reduced from the current EUR 100 million to EUR 50 million, in line with leading European economies such as France. It would also be advisable for the definition of the ceiling not to be set by law, but to be left to authorisation measures, providing greater flexibility for operators.
