DL Sostegni ter contains measures to contain the exceptional increase in the costs of theelectricityas well as provisions in support of economic and labour sectors most directly affected by the recent restrictive measures.

Although the measure intervenes with some appreciable interventions, it does not appear to be entirely satisfactory, since some urgent 'chapters' are missing and, compared to those covered by the new regulations, the intensity and effects of the interventions appear to be less than expected.

Firstly, on the subject energy, the main criticism of the measures contained in the decree concerns the reiteration of a temporary approach to solving the problem and the lack of structural interventions.

Secondly, it is necessary, in this dramatic economic phase, an intervention that favours the renegotiation of public service and supply contractsto compensate for the excessive economic and financial burden of ongoing contracts, as well as to cope with the increase in the cost of raw materials.

Finally, a rethink is needed of certain measures that, by affecting the continuity of actions taken by the governmentThey undermine the legitimate expectations placed by companies in the actions taken, putting at risk the investments made or planned. The reference is, in particular, to the provision aimed at precluding, under the Superbonus 110% and other building bonusesto the first assignees the subsequent assignment of the claim received.
