Since 2009 - the year of its introduction - Confindustria has positively assessed the instrument of the annual law as driver of economic policy. In fact, however, it has remained virtually unimplemented until recent years, with a certain difficulty in enhancing its liberalising scope. As is well known, the annual law has received new attention with the NRP, which includes measures to promote competition among the enabling reforms.

In terms of content, the provisions of the DDL present gaps and shady areas.

In fact, on the one hand - from a pro-competitive perspective - the DDL does not address certain general issues, such as the new powers attributed to the AGCM or fair compensation for professional services. On the other hand, it addresses issues that are difficult to relate to competition aspects, such as those in the field of dehoror, as in the case of the shrinkflation and the start-up innovativeworsening the existing regulatory framework.

Therefore, the hope is that the parliamentary debate will provide an opportunity to correct the critical points and strengthen the scope of the measure.
