European automotive package 03.02.2026

In view of the start of the legislative process by the European institutions on the Commission's package of proposals on automotive, Confindustria has drawn up a new position paper identifying critical issues and proposals for change regarding the Commission's five legislative proposals:

  • standard revision CO₂ car/van;
  • rules on company fleets;
  • flexibility for the heavy;
  • “Omnibus” of simplification;
  • battery strategy.

 Confindustria appreciates the first sign of correction of the 2035 “ban” (target -90% instead of -100%), but considers the proposal still too rigid and not neutral: it calls for more room for renewable fuels/e-fuels and hybrid solutions, more flexibility on targets (especially for vans), no to EU obligations on fleets (better national incentives) and a strong focus on Made in EU/local content, fleet renewal and European battery/recycling chain.

 Please refer to the attached document for the entire positioning.
