At the parliamentary hearing on 4 November 2025, Confindustriarepresented by the Energy Delegate Aurelio Regina, outlined its observations on the legislative decrees on the transposition of the Renewable Energy Directive (RED III) and the corrective to the Consolidated RES Act. "The energy transition," Regina stressed, "is a strategic lever to strengthen the country's competitiveness, reduce the energy cost gap, and increase the security of supply.
While agreeing with the overall structure of the measures, Confindustria pointed out the need for a coherent, stable and technologically neutral regulatory framework capable of encouraging investment and the installation of new plants. Among the priorities indicated were the full operation of the principle of overriding public interest, the expansion of suitable areas, the definition of agri-voltaics, and the simplification of authorisation procedures.
Confindustria also called for a transposition of RED III marked by technological realism and regulatory coordination, avoiding duplication and excessive burdens for companies. "The challenge of decarbonisation," Regina concluded, "must be combined with industrial growth, in the name of a balance between sustainability, competitiveness and energy security.
