The programme InvestEU is based on the successful model of the Investment Plan for Europe, the Juncker Plan. It will bring together the European Fund for Strategic Investments and 13 other EU financial instruments under one roof.

Triggering more than EUR 372 billion of additional investments in the period 2021-27, the InvestEU programme aims to give a further boost to sustainable investment, innovation and job creation in Europe.

Objectives

The overall objective of the InvestEU programme is to support the Union's policy objectives through financing and investment operations that contribute:

  • the Union's competitiveness, including research, innovation and digitisation;
  • growth and employment in the Union economy, the sustainability of the Union economy and its environmental and climate dimension, contributing to the achievement of the MDGs and the Paris Agreement targets and to the creation of high quality jobs;
  • social resilience and inclusion and the Union's capacity for social innovation;
  • the promotion of scientific and technological progress, culture, education and training;
  • the integration of Union capital markets and the strengthening of the internal market, including solutions to address the fragmentation of Union capital markets, to diversify sources of financing for Union companies and to promote sustainable finance;
  • the promotion of economic, social and territorial cohesion; or
  • to the sustainable and inclusive recovery of the Union economy after the COVID-19 crisis, including through support to the capital of SMEs adversely affected by the COVID-19 crisis and which were not already in difficulties in terms of State aid at the end of 2019, to the defence and strengthening of existing strategic value chains of tangible or intangible assets to the development of new such chains, and to the preservation and strengthening of activities of strategic importance to the Union, including major projects of common European interest, in relation to critical infrastructure, both physical and virtual, transformative technologies, breakthrough innovations and business and consumer inputs, and in support of a sustainable transition.
