From the industrial point of view, the decree directly touches some strategic pillars for the competitiveness of the country: infrastructure investments, certainty and stability of procurement rules, procedural simplification, logistics and mobility of goods, governance and digitisation of the transport sector. Central themes for the Italian manufacturing base and for the entire production system.

For these reasons, Confindustria considers it essential that the measure be carefully examined in Parliament, so that the aims of acceleration and rationalisation do not compromise the consistency of the regulatory framework, the protection of competition, the operational capacity of companies and the concrete effectiveness of the instruments envisaged.

In this perspective, Confindustria proposes a series of punctual regulatory interventions on the adjustment of mechanisms for updating maritime state fees, on the revision of regulations on the time and cost of road freight transport, on the equalisation of criteria for price revision in public contracts, as well as on the strengthening of investments in renewable energy and strategic digital infrastructure.

In the light of these considerations, it is clear how fundamental it is that any regulatory measure on infrastructure be part of a coherent planning framework, capable of guaranteeing rapid implementation, regulatory transparency, design quality and enhancement of industrial and employment spin-offs.
