{"id":5924,"date":"2024-01-24T00:00:00","date_gmt":"2024-01-23T23:00:00","guid":{"rendered":"https:\/\/portale-collaudo-app-swap-hud7fvd3dgesgzaa.westeurope-01.azurewebsites.net\/news\/industria-trasporti-logistica-e-infrastrutture-confindustria-presenta-documento\/"},"modified":"2025-05-06T17:50:18","modified_gmt":"2025-05-06T15:50:18","slug":"industry-transport-logistics-and-infrastructure-confindustria-presents-document","status":"publish","type":"news","link":"https:\/\/www.confindustria.it\/en\/news\/industry-transport-logistics-and-infrastructure-confindustria-presents-document\/","title":{"rendered":"Industry, Transport, Logistics and Infrastructure: Confindustria presents document"},"content":{"rendered":"<p style=\"margin: 0cm 0cm 8pt; text-align: justify; line-height: 107%; font-size: 11pt; font-family: Calibri, sans-serif;\"><span style=\"font-family: Arial, sans-serif; font-size: 11pt;\">For Italian industry, which is strongly export-oriented, <\/span><b style=\"font-family: Arial, sans-serif; font-size: 11pt;\">transport and logistics are real levers of competitiveness.<\/b><span style=\"font-family: Arial, sans-serif; font-size: 11pt;\"> Today, with a view to strengthening European connections and given the need to increase complementarity between logistics and production, the NRP represents an opportunity for Italy to establish itself as a bridge between Northern Europe and the Mediterranean, <\/span><b style=\"font-family: Arial, sans-serif; font-size: 11pt;\">Confindustria has taken an active role in promoting initiatives aimed at integrating logistics and transport supply and demand.<\/b><\/p>\n<p style=\"margin: 0cm 0cm 8pt; text-align: justify; line-height: 107%; font-size: 11pt; font-family: Calibri, sans-serif;\"><span style=\"font-family: 'Arial',sans-serif;\">For this, <b>together with the Association System<\/b>, drew up the document <b><i>'Industry, Transport, Logistics and Infrastructure: TOGETHER for the competitiveness of the country', <\/i><\/b>identifying new strategic lines of industrial policy in this area that has been <strong>presented on 23 January in Viale dell'Astronomia<\/strong>.<\/span><\/p>\n<p style=\"margin: 0cm 0cm 8pt; text-align: justify; line-height: 107%; font-size: 11pt; font-family: Calibri, sans-serif;\"><b><span style=\"font-family: 'Arial',sans-serif;\">The logistics and transport system grows<\/span><\/b><span style=\"font-family: 'Arial',sans-serif;\">for several years,<b> at rates well above those of GDP.<\/b> The <b>the total value of logistics activities in Italy in 2023 is 135.4 billion euro, 8.2% of Italian GDP, and employs approximately 1.4 million people working in the sector<\/b>. La <b>outsourced logistics accounted for 45.3%, or EUR 61.3 billion, net of intra-sector trade.<\/b><\/span><\/p>\n<p style=\"margin: 0cm 0cm 8pt; text-align: justify; line-height: 107%; font-size: 11pt; font-family: Calibri, sans-serif;\"><span style=\"font-family: 'Arial',sans-serif;\">The growing weight of exports makes<b> The issue of investment and planning, in the medium and long term, in the transport and infrastructure sectors is increasingly central. More than 60% of Italian trade takes place with other European countries. Alpine crossings therefore play a decisive role <\/b>for both rail and road transport.<\/span><\/p>\n<p style=\"margin: 0cm 0cm 8pt; text-align: justify; line-height: 107%; font-size: 11pt; font-family: Calibri, sans-serif;\"><span style=\"font-family: 'Arial',sans-serif;\">The growth of non-European markets leads to focus <b>focus also on the development of ports and airports.<\/b><\/span><\/p>\n<p style=\"margin: 0cm 0cm 8pt; text-align: justify; line-height: 107%; font-size: 11pt; font-family: Calibri, sans-serif;\"><b><span style=\"font-family: 'Arial',sans-serif;\">The modern logistics system must be a factor of competitiveness for the manufacturing sector, with which there is an inherent interdependence.<\/span><\/b><span style=\"font-family: 'Arial',sans-serif;\"> We need to get out of the perspective in which <b>logistics and transport are seen only as a cost and not as a competitive asset to be leveraged. <\/b>In Italy, distribution-oriented logistics is clearly preponderant. Moreover, compared to other EU countries, the road component is very strong and the mix is less balanced. <b>The logistics offer, which is so fragmented, is less cost-competitive than the large international operators.<\/b><\/span><\/p>\n<p style=\"margin: 0cm 0cm 8pt; text-align: justify; line-height: 107%; font-size: 11pt; font-family: Calibri, sans-serif;\"><span style=\"font-family: 'Arial',sans-serif;\">Within the framework of the proposals for the <b>development and modernisation of national transport and logistics<\/b>it is, first of all, necessary to <b>improving infrastructure planning and the quality of projects and works to be realised<\/b>. It emerges the <b>need for efficient regulation of public contracts<\/b>of a <b>proper functioning of the port system and the definition of an effective national airport plan<\/b>. Le <b>bureaucratic procedures must be simplified and digitised<\/b> and removed obsolete constraints and bottlenecks.<\/span><\/p>\n<p style=\"margin: 0cm 0cm 8pt; text-align: justify; line-height: 107%; font-size: 11pt; font-family: Calibri, sans-serif;\"><span style=\"font-family: 'Arial',sans-serif;\">Regarding the specific areas of intervention:<\/span><\/p>\n<ul style=\"margin-bottom: 0cm;\">\n<li><span style=\"font-family: 'Arial',sans-serif;\">the first step concerns the management of <b>Alpine crossings (through which 60% of Italian trade passes)<\/b>. There is a lack of a national vision, a stronger role for the EU and an analysis of the development scenario for crossing traffic;<\/span><\/li>\n<li>The second area of intervention is <b style=\"font-size: 11pt; text-align: justify; font-family: Arial, sans-serif;\">intermodality<\/b><span style=\"font-size: 11pt; text-align: justify; font-family: Arial, sans-serif;\">where infrastructure and service inefficiencies lead to an unfavourable quality\/price ratio of supply. A useful counterbalance is the Ferrobonus and the Marebonus (Sea modal shift), which, however, must be given more funding;<\/span><\/li>\n<li>The third area of intervention should focus on <b style=\"font-size: 11pt; font-family: Arial, sans-serif;\">on logistics infrastructure, such as interports;<\/b><\/li>\n<li><b style=\"font-size: 11pt; font-family: Arial, sans-serif;\"><\/b>for the <b style=\"font-size: 11pt; font-family: Arial, sans-serif;\">maritime transport needs a renewed industrial strategy<\/b><span style=\"font-size: 11pt; font-family: Arial, sans-serif;\"> aiming above all at the <\/span><b style=\"font-size: 11pt; font-family: Arial, sans-serif;\">simplification of bureaucratic processes through digitisation, to the targeted investment of new resources,<\/b> <b style=\"font-size: 11pt; font-family: Arial, sans-serif;\">to ensure the independence of the national supply chain;<\/b><\/li>\n<li><b style=\"font-size: 11pt; font-family: Arial, sans-serif;\"><\/b>at <b style=\"font-size: 11pt; font-family: Arial, sans-serif;\">air cargo sector, the national strategy should aim to ensure competitive levels with the main European airports<\/b><span style=\"font-size: 11pt; font-family: Arial, sans-serif;\">, via <\/span><b style=\"font-size: 11pt; font-family: Arial, sans-serif;\">simplification of customs procedures, digitisation of airport logistics systems and the effective integration of airports with other transport networks<\/b><span style=\"font-size: 11pt; font-family: Arial, sans-serif;\"> (development of airport cargo cities);<\/span><\/li>\n<li>for the <b style=\"font-size: 11pt; font-family: Arial, sans-serif;\">digitisation in the transport sector, it is necessary to stimulate the use of operational applications and certain technologies<\/b><span style=\"font-size: 11pt; font-family: Arial, sans-serif;\"> such as Big Data, Blockchain, Cybersecurity and AI. <\/span><b style=\"font-size: 11pt; font-family: Arial, sans-serif;\">Public policies are also needed to promote the automation of logistics warehouses and distribution centres and the digitisation of transport companies and the entire logistics chain;<\/b><\/li>\n<li><b style=\"font-size: 11pt; font-family: Arial, sans-serif;\"><\/b>for the <b style=\"font-size: 11pt; font-family: Arial, sans-serif;\">movement of goods, the objectives must combine efficiency, security and continuity of production and logistics<\/b><span style=\"font-size: 11pt; font-family: Arial, sans-serif;\">. A <\/span><b style=\"font-size: 11pt; font-family: Arial, sans-serif;\">modernisation of the national calendar of bans, its harmonisation at EU level, revision of the regulations on exceptional transport and, as far as dangerous goods are concerned, a clearer definition of the so-called 'technical' stop;<\/b><\/li>\n<li><b style=\"font-size: 11pt; font-family: Arial, sans-serif;\"><\/b>another area for action is the <b style=\"font-size: 11pt; font-family: Arial, sans-serif;\">renewal of the vehicle fleet in a 'green' perspective,<\/b><span style=\"font-size: 11pt; font-family: Arial, sans-serif;\"> with a <\/span><b style=\"font-size: 11pt; font-family: Arial, sans-serif;\">reform of the Road Transport Investment Fund, with an appropriate budget for the period 2023-2026;<\/b><\/li>\n<li><b style=\"font-size: 11pt; font-family: Arial, sans-serif;\"><\/b>for <b style=\"font-size: 11pt; font-family: Arial, sans-serif;\">energy vectors<\/b><span style=\"font-size: 11pt; font-family: Arial, sans-serif;\">the logistics infrastructure is called upon to ensure high levels of flexibility and adaptability to ensure continuity of supply, even of the most innovative fuels. To this end, <\/span><b style=\"font-size: 11pt; font-family: Arial, sans-serif;\">authorisation procedures must be simplified and accelerated<\/b><span style=\"font-size: 11pt; font-family: Arial, sans-serif;\">;<\/span><\/li>\n<li>on the <b style=\"font-size: 11pt; font-family: Arial, sans-serif;\">energy requirements of logistics buildings and their location<\/b><span style=\"font-size: 11pt; font-family: Arial, sans-serif;\">, one must aim <\/span><b style=\"font-size: 11pt; font-family: Arial, sans-serif;\">on the capacity for self-production and self-consumption of energy by logistics companies, supporting their investment in the purchase of storage systems and the installation of charging stations for electric vehicles.<\/b><\/li>\n<\/ul>\n<p style=\"margin: 0cm 0cm 8pt 36pt; line-height: 107%; font-size: 11pt; font-family: Calibri, sans-serif;\"><b><span style=\"font-family: 'Arial',sans-serif;\">\u00a0<\/span><\/b><\/p>\n<p style=\"margin: 0cm 0cm 8pt; text-align: justify; line-height: 107%; font-size: 11pt; font-family: Calibri, sans-serif;\"><span style=\"font-family: 'Arial',sans-serif;\">In addition, the issue of the <b>human capital<\/b>its training and recruitment is an obstacle to the development of the logistics sector.
