The rules introduced, particularly on tax credits, are causing great concern among businesses, both because of the economic impact and the implications for regulatory certainty.<\/p>\n<p>Among the main critical elements reported by Confindustria, two stand out. On the one hand the <strong>tax credit cut<\/strong> for companies that had already booked incentives, on the other hand <strong>the absence of resources<\/strong> for so-called \u201c<strong>exodus<\/strong>\u201dof the 5.0 plan.<\/p>\n<h2>Orsini: \u201cOpen a table now, trust at risk\u201d<\/h2>\n<p>Making a strong plea for immediate action on the issue of 5.0 redundancies is President <strong>Emanuele<\/strong> <strong>Orsini<\/strong>. \u201cWe learn with great concern about the lack of resources allocated to the exodus workers linked to the Transition 5.0 plan. This is a crucial issue that cannot be postponed or downgraded,\u201d emphasises <a href=\"https:\/\/www.confindustria.it\/en\/press_communications\/orsini-fiscal-decree-on-exodus-5-0-open-table-immediately-trust-at-risk\/\">the president<\/a> whose request is clear: reopen the institutional confrontation to re-establish what has been shared in recent months.<\/p>\n<p>\u201cThis is why we urgently call for the opening of a discussion table with the Minister of the Economy as early as next week. <strong>Giancarlo Giorgetti<\/strong>, the Minister of Enterprise and Made in Italy, <strong>Adolfo Urso<\/strong> and the Minister for European Affairs, <strong>Tommaso Foti<\/strong>\u201cOrsini further adds.<\/p>\n<p>Central to Viale dell'Astronomia's position is the issue of the credibility of public commitments. \u201cIt is imperative that what was agreed last 27 November be confirmed: the resources for the <strong>exodus 5.0<\/strong> must be fully maintained. The credibility of the commitments made is a fundamental element,\u201d Orsini goes on to explain, concluding: \u201cThe trust between institutions and the production system cannot be broken. On this point we need a clear, rapid and consistent response to the commitments made\u201d.<\/p>\n<h2>5.0 tax credit: 65% cut and retroactive effects<\/h2>\n<p>Besides the resource issue, the Tax Decree introduces changes that directly affect the <strong>incentives for planned investments<\/strong> as the Vice-President for Industrial Policy and Made in Italy explains, <strong>Marco Nocivelli<\/strong>, in<a href=\"https:\/\/www.confindustria.it\/en\/press_communications\/fiscal-decree-nocivelli-damaged-business-confidence\/\"> a note highlighting the scope of the measures<\/a>.<\/p>\n<p>\u201cThe tax decree published yesterday in the Official Gazette introduces very penalising provisions for companies that booked the 5.0 tax credit between 7 and 27 November 2025.\u201d.<\/p>\n<p>In detail, explains the vice-president, \u201c<strong>the text provides for a 65% cut in the tax credit claimed<\/strong>.
