{"id":6587,"date":"2024-10-07T02:18:57","date_gmt":"2024-10-07T00:18:57","guid":{"rendered":"https:\/\/portale-collaudo-app-swap-hud7fvd3dgesgzaa.westeurope-01.azurewebsites.net\/documenti\/dlgs-regimi-amministrativi-fonti-rinnovabili\/"},"modified":"2025-05-25T19:43:24","modified_gmt":"2025-05-25T17:43:24","slug":"dlgs-administrative-regimes-renewable-sources","status":"publish","type":"documenti","link":"https:\/\/www.confindustria.it\/en\/documents\/dlgs-administrative-regimes-renewable-sources\/","title":{"rendered":"Legislative Decree Renewable Sources Administrative Schemes"},"content":{"rendered":"<p class=\"justify pt-30\">\n<p>    The national targets set by the government, contained in the National Integrated Energy and Climate Plan - PNIEC 2024 pose new challenges to the Italian electricity sector, by 2030, it will be necessary to almost triple photovoltaic and wind power capacity, to achieve a 63% penetration of renewables. <\/p>\n<p>As Confindustria has repeatedly pointed out, significantly increasing energy production from renewable sources is necessary not only to achieve the decarbonisation targets set by the Green Deal but also to <b>rapidly reduce our country's energy dependency on fossil fuels<\/b>. <\/p>\n<p>Confindustria has long expressed the need to <b>streamline and simplify the complex framework of measures for the authorisation of RES plants<\/b>. <\/p>\n<p>The legislative decree on administrative regimes for the production of energy from renewable sources meets this requirement, however it also provides for the introduction of a number of <b>bureaucratic constraints and burdens compared to the rules in force today<\/b>which risk defeating the very purpose of the measure, such as the <b>request for a suitable building title<\/b> applied in a generalised manner also to interventions today carried out under free building, or the provision of acquiring <b>opinions from the Superintendencies<\/b> also for refurbishment and upgrading of facilities, which have already obtained the necessary authorisations. <\/p>\n<p>There is also a lack of <b>transitional rules<\/b>and the regulation of the main types of storage facilities and the related simplifications already provided for. <\/p>\n<p>The text also still does not provide for the possibility of convening, for the purpose of issuing the Single Authorisation, the <b>conference of services in asynchronous and simplified mode<\/b>Finally, no discipline is introduced for the <b>authorised and not yet implemented projects<\/b> and missing a <b>coordination with expropriation regulations<\/b>. <\/p>\n<p> <\/p><\/p>","protected":false},"excerpt":{"rendered":"<p>Gli obiettivi nazionali fissati dal Governo, contenuti nel Piano Nazionale Integrato Energia e Clima &#8211; PNIEC 2024 pongono nuove sfide al settore elettrico italiano, entro il 2030, sar\u00e0 necessario quasi triplicare la capacit\u00e0 fotovoltaica ed eolica, per raggiungere una penetrazione del 63% della quota di rinnovabili.
