{"id":17731,"date":"2025-07-04T15:20:22","date_gmt":"2025-07-04T13:20:22","guid":{"rendered":"https:\/\/www.confindustria.it\/?post_type=documenti&#038;p=17731"},"modified":"2025-07-04T15:29:45","modified_gmt":"2025-07-04T13:29:45","slug":"annual-small-and-medium-sized-enterprises-bill","status":"publish","type":"documenti","link":"https:\/\/www.confindustria.it\/en\/documents\/annual-small-and-medium-sized-enterprises-bill\/","title":{"rendered":"Annual bill on small and medium-sized enterprises"},"content":{"rendered":"<p>On 1 July, we attended the hearing at the Senate Industry Committee on DDL No. 1484 (<em>Annual SME Law<\/em>), welcoming the launch of a measure that had been awaited since 2011.<\/p>\n<p>While we appreciate the measures envisaged, we believe it is essential to strengthen their scope with a more structural, stable and adherent approach to the real needs of SMEs, which are a pillar of the Italian economy.<\/p>\n<p>In general terms, we emphasised the importance of having:<\/p>\n<ul>\n<li><strong>a structured, long-term overview;<\/strong><\/li>\n<li><strong>targeted simplifications<\/strong> capable of ensuring a more favourable and adequate regulatory and institutional environment for SMEs;<\/li>\n<li><strong>a<\/strong> <strong>industrial policy characterised by incentives, stability and comprehensible and straightforward application rules,<\/strong> ensuring that the resources earmarked for SMEs find concrete and effective use and that this is functional to their dimensional development.<\/li>\n<\/ul>\n<p>Among our points of interest, on which we nevertheless highlighted a possible enhancement: the <strong>simplifications <\/strong>on health and safety at work and exemption from third-party motor liability insurance obligations, which incorporate some of the measures proposed by Confindustria in 'Zero Costs', the <strong>tax breaks for business networks<\/strong>coordination of the rules on <em>startup<\/em>incubators and innovative SMEs, the <strong>Delegation of power to the Government on the reorganisation of the regulation of Confidi<\/strong> and measures in the field of <strong>access to credit<\/strong>the entrustment to the <strong>SME Guarantor of the <em>reality checks<\/em><\/strong> to identify the regulatory, technical and economic obstacles impacting on SMEs, an aspect on which we request the reactivation of the permanent table at MIMIT.<\/p>\n<p>Finally, we proposed to supplement the text with further measures on <strong>natural emergencies<\/strong> e <strong>skills<\/strong>which are essential for the qualitative strengthening of SMEs.<\/p>","protected":false},"excerpt":{"rendered":"<p>On 1 July, we participated in the hearing at the Senate Industry Commission on Draft Law No. 1484 (Annual Law on SMEs), welcoming the launch of a measure that has been awaited since 2011.
