Added to this are tax credits for road transport (from which passenger transport was excluded without justification), fishing and agriculture, as well as support measures for exporting companies affected by the energy crisis.

“Confindustria recognises and appreciates this commitment - said Leopoldo Destro, Delegate of the President of Confindustria for Transport, Logistics and Tourism Industry -. Now, at the national level, prompt corrective measures are needed to provide the most modern and sustainable transport companies with adequate compensation to take account of the excise cut. At the European level, two immediate measures are needed from Brussels: a suspension for a review of the ETS, which in a phase of energy emergency such as this represents an additional burden that penalises the competitiveness of European companies, and a Stability Pact derogation from the 3% deficit constraint that does not take into account systemic shocks such as the one we are experiencing. Member States must be allowed to support industry, workers and families with the intensity that this crisis demands. Imagining facing an extraordinary scenario with ordinary rules means condemning the European production and logistics system to a structural weakening”.

Road haulage is the hardest hit sector: according to ISTAT, 92.1% of goods travel by road (as opposed to 7.9% by rail), making the system particularly vulnerable to diesel price increases, which are now stably above €2/litre. The effects extend to the entire supply chain, with increases in production costs and final prices. Passenger transport is also in difficulty, with price increases of over 20%, amounting to EUR 40 million more per month.

“The size of the shock goes beyond national response capabilities. The measures taken - added Destro - are necessary but temporary. From 2 May, with the end of the excise cut, the production system will again be exposed to market prices. Now it is Europe's turn: the European Council of 23 and 24 April is a decisive step. Decisions are needed. Confindustria, therefore, reiterates the need for immediate European action to safeguard the competitiveness of companies and support both freight and passenger transport.”
